Two high quality contemporary dwellings in the Green Belt

The project at Frog Grove Lane, Guildford comprised three applications: an outline proposal to replace 86 cattery buildings and a large storage barn at the front of the site, and two alternative dwelling schemes at the rear following demolition of extensive kennel structures.

The 2-hectare site lies within the Green Belt, outside a defined settlement, and contains an existing chalet bungalow. The proposals relate to previously developed land and would reduce the overall spread of built form.

The case officer concluded that the outline scheme would not result in greater harm to Green Belt openness than the existing development and therefore would not constitute inappropriate development.

Highway, parking, ecological and flood risk matters were satisfactorily addressed, including safe access during flood events.

The proposals were policy compliant and, in the absence of a five-year housing land supply, paragraph 11(d) of the NPPF was engaged. The benefits—particularly the reuse of previously developed land and provision of housing—were not significantly and demonstrably outweighed by any adverse impacts.
