The proposal at Oatlands Drive, Weybridge comprises the redevelopment of a 0.07ha residential plot to deliver a terrace of three two-storey dwellings with accommodation in the roofspace, replacing an existing detached dwelling. The scheme forms part of the optimisation of land within an established suburban context and responds to a recognised shortfall in housing delivery across Elmbridge, where a lack of five-year housing land supply engages the presumption in favour of sustainable development. The development achieves a density of approximately 41 dwellings per hectare, aligning with strategic objectives to make efficient use of land while delivering smaller family homes that respond to identified local housing need.

From an urban design and townscape perspective, the scheme seeks to integrate with the prevailing character through a terrace form that reflects nearby built typologies, with scale, massing and ridge/eaves heights designed to relate to adjacent development. While concerns were raised regarding density, plot ratio and compliance with the Elmbridge Design Code, the assessment concludes that the proposal sits within acceptable suburban parameters and maintains the established building line and spatial rhythm. Landscaping, tree retention, and boundary treatments are integral to mitigating visual impact and reinforcing local character, with conditions securing material quality and long-term landscape management.

Key planning considerations centred on residential amenity, flood risk, and environmental performance. Issues of overlooking, privacy and light were addressed through design amendments and mitigation measures including separation distances and obscure glazing. Despite the site being located in Flood Zone 1, surface water risk required a robust drainage strategy incorporating SuDS, land level adjustments and raised finished floor levels to ensure no increase in off-site flood risk. Biodiversity net gain is achieved via an off-site solution, and highways impacts are mitigated through compliant parking provision, access improvements and sustainable transport measures. Overall, the scheme was considered to deliver sustainable development benefits without significant harm, leading to the grant of planning permission subject to conditions.
