Planit Consulting prepared and submitted a planning application to regularise the retrospective change of use of land within the South Downs National Park for a small-scale dog breeding enterprise, including the installation of kennels and associated landscaping. The site comprises former equestrian paddocks historically associated with a commercial use. The proposal seeks to balance the continuation of a home-based rural business with the sensitive environmental constraints of the National Park.

The planning application submission advanced a strong justification for a countryside-based enterprise, supported by comparable approvals and the operational requirements of dog breeding. Careful siting of the kennels along the site boundary adjacent to the A3 minimises visual and noise impacts, while significant new hedgerow planting enhances biodiversity and landscape integration.

The scheme demonstrates a landscape-led approach, addressing key considerations including impact on the National Park, neighbouring amenity, and traffic generation. With over 160 metres separation to the nearest dwelling and limited vehicle movements, the development will have no material adverse impacts. The proposal highlights how small-scale rural enterprises can be successfully accommodated within highly sensitive landscapes through careful design, siting and policy-led justification.
