This project relates to the approved development of a single high-quality detached dwelling with a detached garage/home office on land between existing properties along Scotland Lane, Haslemere. The 0.9ha site lies within the countryside beyond the Green Belt and within an Area of Great Landscape Value (AGLV), immediately adjacent to the settlement edge. The scheme has been designed to reflect the prevailing pattern of large, well-spaced dwellings set within generous plots, adopting a traditional Arts and Crafts architectural language and a landscape-led layout that positions built form within the less visually sensitive northern portion of the site. Planning permission has been granted, recognising that the proposal represents a logical and contained extension to the existing built form while delivering a modest contribution to housing supply in the context of a shortfall in the Council’s five-year housing land supply .

The key town planning considerations centred on the principle of development in a countryside location, landscape and visual impact, and compliance with local and national policy. While the site falls outside defined settlement boundaries and within protected landscape designations, the “tilted balance” under the NPPF was engaged due to housing land supply constraints. The scheme was therefore assessed against whether adverse impacts would significantly and demonstrably outweigh its benefits. Critical to its acceptability was the careful siting, scale and design response, which ensures the development integrates with the established character of Scotland Lane, avoids encroachment into the wider open countryside, and preserves the intrinsic qualities of the AGLV through limited visibility and strong boundary vegetation .

Environmental and technical considerations formed a significant component of the planning balance. These included biodiversity protection and enhancement (with a requirement for measurable Biodiversity Net Gain and ecological mitigation), safeguarding of ancient and veteran trees through long-term management and restrictions on permitted development, and sensitive lighting design to protect nocturnal species. In addition, the scheme was found to be acceptable in terms of residential amenity, highways access and parking provision, and climate change measures. The imposition of robust planning conditions ensures that the development is tightly controlled, with particular emphasis on landscape protection, ecological management and long-term stewardship of the site’s environmental assets .
