Description
Construction of a purpose-built equestrian barn
The proposal at Standon Road, Ockley comprises the construction of a purpose-built equestrian barn within the residential curtilage of an established rural estate extending to approximately 28 acres. The development will consolidate existing dispersed and substandard facilities into a single American-style barn accommodating five stables alongside ancillary functions including a tack room, feed store, rug room and washdown area. The siting of the building within a former kitchen garden area adjacent to existing built features ensures a well-contained form of development that is closely related to the main dwelling and existing access arrangements, thereby reinforcing its domestic and ancillary nature.
From a town planning perspective, the key consideration relates to the site’s location within the ‘Countryside Beyond the Green Belt’ and an Area of Great Landscape Value, where development must safeguard rural character and landscape quality. The scheme responds to this by locating the barn within an established residential envelope, utilising a previously developed part of the site and benefiting from strong boundary vegetation which limits wider visual impact. Importantly, the principle of equestrian development has already been accepted through a previous permission.
In policy terms, the development aligns with both national guidance and the Mole Valley Local Plan, particularly policies relating to countryside protection, high-quality design and equestrian development. The proposal demonstrates compliance through its appropriate scale, functional design, and clear relationship to the host dwelling, as well as the availability of extensive on-site grazing land. Key planning issues such as residential amenity, landscape impact, ecology and trees are satisfactorily addressed, with the development resulting in no material harm. Overall, the scheme represents a well-considered and policy-compliant form of rural development that integrates effectively with its context.
